Ms. Lynna McGrath is the Director of Spectrum Policy and Planning for the National Aeronautics and Space Administration (NASA). She serves as the principal advisor for spectrum policy and planning to the Deputy Associate Administrator for Space Operations Mission Directorate (SOMD). In this role, she is responsible for leading NASA’s domestic and international spectrum policy and management efforts. These include domestic and international spectrum management activities, satellite and orbital slot registrations, national spectrum policy development, lunar and deep space frequency planning and coordination, and preparations for the World Radiocommunication Conference. Ms. McGrath joined NASA in September 2022. Ms. McGrath entered the civil service in 2020 as the DoD CIO Electromagnetic Spectrum Enterprise Policy and Programs Deputy Director for Capabilities. Prior to that, she supported DoD CIO for nine years as a contractor providing engineering, spectrum policy, and spectrum regulatory expertise to a wide variety of domestic and international spectrum activities. Ms. McGrath has also supported several other federal agencies including the DoD Joint Improvised Explosive Device Defeat Organization, the Department of Energy, the Department of Homeland Security, and the Department of Treasury. She has over 20 years of expertise in technical assessments, spectrum policy, spectrum regulations, and repurposing activities. Ms. McGrath’s educational background includes a Masters in Engineering and Public Policy and a Bachelor degree in Electrical and Computer Engineering and Engineering and Public Policy from Carnegie Mellon University in Pittsburgh, Pennsylvania. She is also a Harvard Senior Executive Fellows graduate.
