Russell Hanser

Russ Hanser is Deputy Chief Legal Officer at NCTA – The Internet and Television Association. He recently completed two and a half years at the U.S. Department of Commerce, where he served as NTIA Associate Administrator for Policy Analysis and Development, Senior Policy Advisor to Commerce Secretary Gina Raimondo, and Director of Communications Policy Initiatives at NTIA. Previously, Russ was a partner at Wilkinson Barker Knauer, LLP for more than 15 years, representing network operators, equipment manufacturers, and others before the Federal Communications Commission, Congress, states, and the courts. Before that he spent three years at the FCC. Russ holds degrees from Amherst College, Harvard Law School, and Johns Hopkins University’s School of Advanced International Studies.
