Victor Valentine Davis serves as the Deputy Executive Assistant Director for the Emergency Communications Division (ECD) and leads Preparedness Operations for the Cybersecurity and Infrastructure Security Agency (CISA).
He spearheads national efforts to enhance emergency communications across both public and private sectors. His pivotal involvement in the COMM-ISAC coordination and support for emergency response is integral to his Preparedness responsibilities. The COMM-ISAC encompasses all major companies within the communications industry, alongside key government partners in the U.S. government.
Mr. Davis boasts over 24 years of combined federal service, including roles in the U.S. military and federal civil service. Previously, he worked at the Pretrial Services Agency (PSA) for the District of Columbia, an independent federal law enforcement agency supporting both the Superior Court of the District of Columbia and the United States District Court for the District of Columbia. At PSA, he was an Assistant Director responsible for the agency’s justice system support and defendant engagement operations.
Before his tenure at PSA, Mr. Davis held the position of Chief of National Policy and Planning at the Federal Bureau of Investigation’s Weapons of Mass Destruction Directorate. He was also with the Department of Homeland Security, serving in capacities such as senior advisor to the Director of Operations, Deputy Assistant Director of Capabilities Integration, and Director of the Interagency Modeling and Atmospheric Assessment Center.
Mr. Davis served as a U.S. Marine, starting as a Combat Engineer and later becoming an Explosive Ordnance Disposal Team Leader.
